本平台根据根据印度接近高层的消息人士透露的消息，在前期报道了印度安得拉邦警局高层官员马上要来中国和中方公安部门高层见面，就打击檀香紫檀（俗称“小叶紫檀”）走私问题进行商讨的信息。而根据目前的情况来看，其商讨已取得阶段性成果。
据印度媒体“雷迪夫”网站12月16日报道，世界最大的檀香紫檀木（red sanders）进口国中国同意协助印度打击从安得拉邦走私这种昂贵木料的活动，堪称突破。
印度环境、森林和科技部安德拉邦代表团在与中国官员会谈后说，“我们非常高兴从中国方面得到打击檀香紫檀木走私活动的积极响应。2016年1月28日中国与安得拉邦各部门将举行会议敲定协助模式。”
参与了中国官员与安得拉邦代表团的磋商印度驻华副大使博渡（Bala Bhaskar）说，这对于打击这种珍贵木材的走私是一种突破。
近期印度方面动作频繁，紫檀业内动荡不安，继今年以来多名紫檀大佬被捕之外，又爆出有600多人已被印度警方列为的小叶紫檀走私在案人员，紧接着安德拉邦派出代表团访华协商共同打击紫檀走私事宜（详见本平台10月22日及往期的报道）。
而根据印媒17日的报道，近日又有一名涉嫌走私紫檀的印度籍走私犯落网！ （新闻原文附后）
这位大佬在印度紫檀贸易业内算得上是“大佬”了：涉嫌五年来累计走私7800吨紫檀！他的落网，不知道国内有多少与其有瓜葛的木友要提心吊胆的睡不着觉了。。。
另外，根据印度媒体的报道，林业局调查在过去15年里，大概有15万棵小叶紫檀被砍伐，被走私到别的国家。
据调查，今年到目前为止已经有至少6000棵小叶紫檀被砍伐。过去5年里被砍伐的数量统计：2011年36000棵；2012年42000棵；2013年84000棵；2014年36000棵；2015年6000棵。
虽然印度的统计数据不一定精确，但根据印度源产地与国内的市场动态对照后可以认为该数据与实际情况基本吻合：2013年的国内市场行情火爆时，其砍伐量也同期激增至84000棵，2014年起，国内行情回调，加上打击力度加大，砍伐数量降至36000棵；而今年，在印度政府对走私赶尽杀绝式的打击之下，砍伐量锐减至区区6000棵！
印度打击紫檀走私的成果绝对是巨大的！因为在印度从事紫檀贸易的风险已经极大，所以大部分在印度的中国木友已陆续撤离印度。包括业内某知名的大户也因与走私有染而取消了原定的前往印度参加拍卖的计划。
而此次中印官方共同打击紫檀走私的商讨取得的“成果”更是雪上加霜。双面夹击之下，在国内也不安全了！对于很多经营小叶紫檀“传统“进口业务的木友来说，显然不会是一个好消息！
而之所以印度对紫檀走私如此赶尽杀绝，绝不是因为官方的觉悟突然提高，开始变的尽忠尽职了，一个最现实的原因就是安德拉邦分家成立新邦以后，入不敷出，非常非常的缺钱，而自去年年底成功的进行拍卖以后，突然发现原来自家的地上就长着一棵一棵的摇钱树！对于如此的“硬通货”，安德拉邦政府自然不会让他人来分一杯羹，为了垄断，打击走私那是必须的了。
小叶紫檀渐渐变成了印度政府独家经营的买卖，而现在，印度政府也还真蹬鼻子上脸了，现在已经越来越操心，手也越伸越长：近日，印度安得拉邦省长正与在印度的上海某知名的木材大享商讨如何“宏观调控”中国的小叶紫檀市场以及代理经营的模式。。。
2015年虽然其砍伐量只有6000棵，但为何国内的紫檀的供求关系依然基本平衡，并未出现明显的供应短缺？原因是官方拍卖的货源作了有效的补充。
而同时，也应该看到，根据CITES公约，拍卖的濒危物种不可以是为了拍卖而去砍伐的，只能是罚没的。印度政府现在拍卖的都是以前罚没的存货，几轮拍卖之后，这些存货慢慢就会消化掉，在垄断和如此高强度打击走私的情况之下，2015年的砍伐量已锐减至仅为2013年砍伐量的7%了，如此发展下去，还会有多少私货可供政府罚没？拍卖还能持续几次？

The Directorate of Revenue Intelligence (DRI) officials on Wednesday searched the offices of Badshah Malik, who is one of the accused in the red sanders smuggling racket, and found documents related to the export of the red sanders. The officials said that prima facie investigation has suggested that the documents had been forged. Malik has an office on the ground floor of Uddhav Gadh building in Kurla. The three-storey building also houses the offices of the Shiv Sena's transport wing, the Shiv Vahatuk Sena. The DRI had unearthed an international smuggling racket of red sanders in November, and arrested Harshavardhan Hegde, the managing director of a Mumbai-based shipping company (M/s Emirates Shipping Agencies India Pvt Ltd). The sleuths intercepted a container at Nhava Sheva and recovered 7,800 metric tonnes of red sanders worth Rs 3.2 crore. Hegde's interrogation led the cops to Badshah Malik, a resident of Bandra, and the DRI also learnt that the mastermind of the racket was Vijay Poojary, in whose name Hegde had booked the consignment. Poojary, who is based in Andhra Pradesh, is named in several cases of red sanders smuggling. "Badshah Malik was the coordinator of the entire racket. Poojary would provide the red sanders and Hegde would export them. Malik would arrange for the fake documents, and the goods would be smuggled out of India, mostly to Middle Eastern countries," a DRI official said. The sleuths also found that Malik and his family members owned properties worth crores of rupees, including hundreds of acres of land in Khopoli, and plots in Nerul and Dronagiri in Navi Mumbai. "Poojary, Hegde and Malik may have smuggled more than a dozen consignments to other countries. We are still interrogating Hegde and Malik, while the hunt is on for Poojary," a DRI official said. Why is the wood so precious Red Sanders is a non-fragrant variety of sandalwood that mostly grows in Andhra Pradesh. There is very little supply, and export is highly restricted, while there is big demand overseas, especially in China and Japan, where red sanders furniture, chess sets and musical instruments are status symbols. In the black market, a tonne of red sanders fetches between Rs 15 lakh and Rs 30 lakh depending on its quality. On Wednesday, China, the largest importer of red sanders, agreed to help India crackdown on the wood's smuggling.
