根据中国国际航空 消息，国航将于3月31日起实行新的国内客票退改手续费收费标准。具体新规如下：
1. 收费标准实行“阶梯费率”：
· 航班起飞前30天（含）之前
· 航班起飞前30天（不含）至14天（含）
· 航班起飞前14天（不含）至4小时（含）
· 航班起飞前4小时（不含）至航班起飞后
四个时间段内的退改手续费收费标准不同且时间计算精确到分钟。
2. 换开客票按照原始客票退票规则收取退票手续费

As informed by Air China, effective 31 March 2019, Air China will launch new service charge standard for changing or refunding domestic tickets. Details as below:
1. Step rate:
· 30 days (incl.) before departure
· 30 days (excl.) to 14 days (incl.) before departure
· 14 days (excl.) to 4 hours (incl.) before departure
· Within 4 hours (excl.) before departure to after departure
Four periods of service charge for changing or refunding are at different rates and the time calculation is accurate to minutes.
2. Reissued tickets will be charged in accordance with its original tickets' refund rules.
