2018年7月,中国民航局 发布了《关于改进民航票务服务工作的通知》,从五个方面对航空公司完善退改签收费制度、改进服务进行了规范。其中,特别要求航空公司要制定机票退改签收费“阶梯费率”,不能简单规定特价机票一律不得退改签。


通知下发后,航空公司纷纷做出了响应。中国东方航空在2018年9月率先完成制定了“阶梯费率”,将原先两档的退改标准调整为四档,并结合不同舱位等级设定了退改收费“阶梯费率”;海南航空及其旗下航司于2018年冬航季起陆续制定出台了退改签新 规定。而中国南方航空和中国国际航空也于近期相继宣布开始实行新的“阶梯费率”退改签规则。


何为“阶梯费率”退改签规则?简单来说,即为“越早退改,产生的手续费越低”。以南航U舱机票为例,原先“航班起飞前2小时”前、后退票的手续费分别为票面费用的30%、50%;新规实施后,起飞前7天以上退票仅需支付票面费用的10%的手续费、起飞前2到7天退票为25%、起飞前4至48小时退票为40%、起飞前4小时以内退票则为50%。


此外,中联航、春秋航空等低成本航空的机票也从“一律不予退改签”放宽至起飞前一定时间以外皆可退改。无论从公司成本节约的角度,亦或是旅客本身来说,都是巨大的好消息。以春秋航空起飞前7天为例,(R舱)特价机票的退票手续费从原票价100% 降至票价的50%,变更手续费从原票价的100%降低至票价的40%,大大降低了因购买的是特价机票、需进行退改时产生的损失。


目前,在已经实施“阶梯费率”退改签规则的航司中,不同的航司所颁布的退改签规呈现多样化,时间分布、费率设定等方面都是各不相同的。从航空业服务的优化角度来说,相比较之前的两档退改签规则,“阶梯费率”的实行的确有了很大的进步。


最后温馨提醒各位旅客,虽然“阶梯费率”退改签规则越早退改,所需要支付的手续费越低。但在航空业旺季,各个舱位预订依然热门紧俏,除了需要支付相应的退改手续费之外,还需承担不同舱位之间的差价。旅客还需提前做好准备,合理安排出行。

Travel Tips | About “step-rate” refund-reschedule rules of domestic tickets


On the July 2018, Civil Aviation Administration of China issued notice on improvement of ticketing services for civil aviation. It is from five aspects of the airlines to improve the service charge system of refund-reschedule rules and normalize the service standards. In addition, it especially emphasized that airlines have to formulate “step-rate” refund-reschedule rules of tickets. The airlines cannot simply judge that discount tickets are not allowed to refund or reschedule.


After the notice issuing, airlines have responded one after another. China Eastern Airlines is the first one to complete "step-rate" on September 2018 that adjust the former two-tier refund-reschedule standard into four-tier and combine different class levels to set up "step-rate" refund-reschedule standard. Hainan Airlines and its subordinate airlines have launched the new refund-reschedule rules one after another in 2018 winter season. China Southern Airlines and Air China both issued the new “step-rate” refund-reschedule rules in recent time.


What is "step-rate" refund-reschedule rules? In simple terms, it means "the earlier you refund or reschedule, the lower service charge you will pay". Taken Class U of China Southern Airlines as an example, the former service charge of 2 hours before departure is the 30% and 50% of the face value. After the new rule implemented, travelers have to pay the 10% of the face value if refund above 7 days before departure, 25% of the face value if refund between 2 and 7 days before departure, 40% of the face value if refund between 4 and 48 hours before departure and 50% of the face value if refund within 4 hours before departure.


In addition, the low-cost airlines such as China United Airlines and Spring Airlines have broaden the rule that "refund and reschedule not allowed" into refund or reschedule some time before departure. It is the great news both for the company in terms of cost savings and for the travelers themselves. Taken 7 days before departure of Spring Airlines as an example, refund service charge of discount ticket (class R) decreased from 100% to 50% of the original ticket. Reschedule service charge decreased from 100% to 40% of the original ticket. It has significantly reduced the loss when refund or reschedule ticket in case of the discount tickets.


Now, among the airlines which have launched "step-rate" refund-reschedule rules, the rules appeared diversified. The distribution of time and setting of rate both differed from one another. In the terms of service optimization by the aviation, compared with the previous two-tier.


From the perspective of service optimization in the aviation industry, compared with the previous two-tier refund-reschedule rules, "step-rate" has indeed made great process.


It is a warm reminder that although the earlier travelers refund or reschedule the tickets under the "step-rate" basis, the lower service charge travelers have to pay. But in the peak season of aviation, each classes are in short supply but in great demand. In addition to paying the corresponding service charge, it also has to bear the price difference between different classes. So please get all ready before departure and arrange travel accordingly.
