OceanSTAR Elite (OSE) is pleased to announce that it has been awarded the Engineering, Procurement, Construction, and Commissioning (EPCC) contract for the Block B Floating Storage and Offloading (FSO) unit offshore Vietnam. The FSO is part of a broader gas field development led by Branch of Vietnam National Industry – Energy Group -Phu Quoc Petroleum Operating Company (PQPOC), with the project executed by PTSC South East Asia Pte Ltd (PTSC SEA)—a joint venture between PetroVietnam Technical Services Corporation (PTSC, 51%) and Yinson Production Capital Pte Ltd (Yinson, 49%).

The turret-moored FSO will be installed at a water depth of approximately 80 meters and will have a storage capacity of 350,000 barrels of condensate. Designed for 25 years of continuous service without drydocking, the unit is expected to achieve first condensate in Q3 2027.
This contract marks the second EPCC project awarded to OSE in collaboration with PTSC and Yinson, following the successful LDV FSO project secured in late 2024. The consecutive awards further validate OSE’s proven capability in delivering high-quality, schedule-driven floating production and storage solutions in the region.
As the EPCC contractor, OSE is responsible for the complete execution of the Block B FSO, including engineering design, equipment and material procurement and construction. The project adds to OSE’s growing offshore portfolio and reflects strong client confidence in its technical delivery.
OSE extends its appreciation to PTSC and Yinson for their continued trust and looks forward to contributing to the successful realization of the Block B FSO project.
新加坡 OceanSTAR Elite（OSE）瀚辰精英宣布，公司已成功中标越南近海Block B浮式储卸油装置（FSO）项目的工程设计、采购、建造与调试（EPCC）总承包合同。该FSO是由越南国家工业能源集团富国石油运营公司（Phu Quoc Petroleum Operating Company，PQPOC）牵头实施的天然气田综合开发计划的重要组成部分。项目由PTSC South East Asia Pte Ltd（PTSC SEA）负责执行，该公司是由越南石油技术服务公司（PTSC，持股51%）与Yinson Production Capital Pte Ltd（Yinson，持股49%）合资成立的企业。
本FSO将采用外柔式单点系泊（turret mooring）方式，部署于约80米水深的海域，具备35万桶凝析油的存储能力，并按设计可连续运行25年，预计将于2027年第三季度实现First Condensate。
此次中标是OSE继2024年底与PTSC及Yinson合作成功交付LDV FSO项目后，再次获得的EPCC合同。连续中标两个重大FSO项目，充分印证了OSE在高质量、进度导向型浮式生产与储卸解决方案交付方面的成熟能力与可靠表现。
作为本项目的EPCC承包商，OSE将全面负责Block B FSO的工程设计、设备和材料采购以及建造工作。该项目将进一步充实OSE的海工项目履历，并体现客户对OSE技术交付能力的持续信任。
