OceanSTAR Elite（OSE）Block B FSO 钢板切割仪式于 2025 年 12 月 19 日在中国南通成功举行，标志着 Block B FSO 项目正式进入建造阶段。
The ceremony was attended by representatives from the Owner, Project Partners, Classification Society, Shipyard, and Local Authorities, including PQPOC, PTSC, OceanSTAR Elite, ABS, StrongWind Shipyard, and the Nantong Innovation Zone Government.
仪式现场汇聚了来自业主、项目合作伙伴、船级社、船厂及地方政府的代表，包括 Phu Quoc Petroleum Operating Company（PQPOC）、PetroVietnam Technical Services Corporation（PTSC）、OceanSTAR Elite、American Bureau of Shipping（ABS）、StrongWind 船厂以及南通创新区政府等，共同见证这一重要里程碑。
The Block B FSO is a core facility under Vietnam’s integrated gas field development programme. The FSO hull is the second unit based on OSE’s AiP-approved standardized hull design, OSE GH200 – “Generic Hull”, developed under the “Design-One, Build-Many” concept to enhance execution efficiency and repeatability.
Block B FSO是越南综合天然气田开发计划中的核心设施之一。该项目的 FSO 船体为 OSE 基于 AiP 认证的标准化船体设计——OSE GH200「通用船型（Generic Hull）」的第二艘应用实例，并遵循 “一次设计，多次建造（Design-One, Build-Many）”的设计理念，进一步提升项目执行效率与整体可复制性。
The project is executed by PTSC South East Asia Pte. Ltd. (PTSC SEA), a joint venture between PTSC (51%) and Yinson Production Capital Pte. Ltd. (49%), combining strong offshore project management expertise with proven execution capabilities.
项目由 PTSC South East Asia Pte. Ltd.（PTSC SEA）负责执行。PTSC SEA 是由 PTSC（51%）与 Yinson Production Capital Pte. Ltd.（49%）组成的合资公司，融合了成熟的海工项目管理经验与卓越的执行能力。
As a key asset supporting Vietnam’s national gas-to-power integration strategy, the Block B FSO is designed to process approximately 5.07 billion cubic meters of natural gas per annum, supplying clean and reliable energy to three southwestern provinces of Vietnam, with an expected service life of 23 years.
作为支撑越南国家“气电一体化”战略的重要能源基础设施，Block B FSO 在投产后预计每年可处理约 50.7 亿立方米天然气，为越南西南部三个省份提供清洁、稳定的能源供应，项目设计服役年限为 23 年。
The Block B FSO Project represents OSE’s second EPCC contract awarded in collaboration with PTSC and Yinson, following the successful award of the LDV FSO Projectin late 2024, further reinforcing OSE’s growing track record in the floating production and storage sector.
Block B FSO 项目是 OSE 继 2024 年成功获得 LDV FSO 项目后，与 PTSC 和 Yinson 合作的第二个 EPCC 项目。这一重要节点进一步彰显了业界对 OSE 在浮式生产与储卸设施领域技术能力、项目执行水平及交付可靠性的持续信任。
