马来西亚吉隆坡，2026年2月26日 —— OceanSTAR Elite（以下简称“OSE”）宣布，集团马来西亚子公司 OceanSTAR Engineering Holding Sdn Bhd（以下简称“OceanSTAR”）已成功与 PETRONAS Carigali Sdn. Bhd.（以下简称 “PCSB”）签署长期合同，为其提供浮式生产储卸油装置（FPSO）的租赁、运营及维护服务。
该合同包含15年固定租赁期及延长期选项，将服务于位于马来西亚半岛登嘉楼海域的Sepat综合再开发项目。
根据合同范围，OceanSTAR将负责该FPSO项目的工程设计、采购、建造、安装及调试（EPCIC）全流程工作，包括新建FPSO船体及全部上部工艺设施。
本项目采用OceanSTAR自主开发并获得原则性认可（AiP）的标准化船体设计 OSEGH200 “Generic Hull”，这是基于“Design One, Build Many（一次设计，多次建造）”理念建造的第三艘同类型FPSO，充分体现了OceanSTAR在标准化设计和规模化建造方面的成熟能力。
该FPSO将部署于PM313区块Sepat油田，采用扩展式系泊方案，作业水深约70米，具备每日最低处理30,000桶液体的能力。同时，装置还将配备先进的气体回注、气举及未来水回注系统，以保障高效、安全及可持续的生产运行。
作为PETRONAS近年来在马来西亚海域部署的首批新建FPSO项目之一，Sepat FPSO项目的成功签约，标志着OceanSTAR在FPSO领域的综合实力、项目执行能力及全生命周期服务能力获得国际能源客户的高度认可。
目前，项目已进入详细设计阶段，关键长周期设备采购工作正在有序推进。OceanSTAR位于Kuala Lumpur的项目团队正与PCSB团队紧密协作，全力确保项目高质量推进和顺利交付。

Kuala Lumpur, Malaysia – 26 February 2026 – OceanSTAR Elite (“OSE”) is pleased to announce that its Malaysian subsidiary, OceanSTAR Engineering Holding Sdn Bhd (“OceanSTAR”), has successfully entered into a long-term contract with PETRONAS Carigali Sdn. Bhd. (“PCSB”) for the provision of lease, operation and maintenance of a Floating Production Storage and Offloading (FPSO) unit.
The contract includes a firm charter period of 15 years with extension options, supporting the Sepat Integrated Redevelopment Project, located offshore Terengganu, Peninsular Malaysia.
Under the contract scope, OceanSTAR will undertake the full Engineering, Procurement, Construction, Installation and Commissioning (EPCIC) of a new-build FPSO hull and all associated topside facilities.
The hull will be the third unit based on OceanSTAR’s AiP-approved standardized hull design, OSEGH200 “Generic Hull”, developed under the “Design One, Build Many” philosophy, demonstrating OceanSTAR’s strength in standardized and repeatable FPSO solutions.
The FPSO will be deployed at the Sepat Field in Block PM313, operating in approximately 70 meters water depth, with a minimum processing capacity of 30,000 barrels of liquid per day. The facility will also be equipped with advanced gas injection, gas lift and future water injection systems to ensure efficient and sustainable production.
This project represents one of the first newly built FPSO developments contracted by PETRONAS for offshore deployment in Malaysia, marking a significant milestone in OceanSTAR’s continued growth and capability development. It reflects the company’s ability to deliver integrated floating production solutions across the entire lifecycle, from design and construction to long-term lease, operation and maintenance.
The project is currently in the detailed engineering phase, with procurement of critical long-lead equipment well underway. OceanSTAR’s project team in Kuala Lumpur continues to work closely with PCSB to ensure successful project execution.
