瀚辰精英集团（"OceanSTAR" 或 "OSE"）于2025年2月22日在中国通州湾天顺海工船厂正式启动了LDV浮式储油卸油装置（FSO）的建造，举行了钢板切割仪式。这标志着该项目发展的一个重要里程碑。
仪式上，来自PTSC亚太公司、Murphy Cuu Long Bak石油公司、南通市政府、天顺海工和美国船级社等关键相关方齐聚一堂，共同见证了这一重要时刻。
LDV FSO项目的设计储油能力为46万桶，采用EPCC（工程、采购、施工和调试）模式，以满足LDV油田的运营需求。该项目创新性地整合了前沿技术，能够高效利用平台伴生气、优化能量循环，并降低运营成本。项目计划于2026年中期交付。
