Brief introduction
At present, for Bureau of Philippine Standard product certification there are 2 schemes, ICC certification and PS Mark certification.
1、Philippine Standards Certification Scheme(PS scheme)
This scheme is applies for those foreign manufacturers who have high frequency shipment, or local manufacturers. The products in the mandatory scope must undergo test conducted by the accredited laboratory authorized by Bureau of Product Standards (BPS), and also need to endure the factory audit conducted by the accredited inspection body. After the test and factory audit are both passed, then the Department of Trade and Industry (DTI) will issue the PS certification. The certification is valid for 3 years, annual inspection is required for maintain its validity. With the PS certification, the importer can apply for the PS mark from BPS. All regulated products must fix with PS mark before it landing in Philippines market.
2、Import Commodity Clearance(ICC scheme)
This scheme is applies for those foreign manufacturers who have low frequency shipment, not for local manufacturers. The products in the mandatory scope must undergo test conducted by the accredited laboratory authorized by Bureau of Product Standards (BPS), and then verification the shipment, ICC should issued by DTI if the test passed and there is no noncompliance found. But BPS has the prerogative to draw samples for testing if results of verification or evaluation of test report found to be with nonconformity. The ICC certification is only valid for each batch. The importer can apply for the ICC certification based on the issued ICC certification.

There are 5 categories of products are falls in the mandatory scope, including:
1.Household appliances, including Refrigerators, washing machines, air conditioners, electric fans, electric iron, kitchen mixer, microwave oven, electric rice cooker, coffee machine, AV products, ovens, etc.
2.Lamps and related products, including LED lamps, ballasts, CFLs, Christmas lamp series, fluorescent lamp, incandescent lamp, lamp holder, etc.
3.Wiring devices、Wires and cables.
4.Mechanical/building construction materials.
5.Chemical other consumer products.
