On 31 December 2013, the UAECabinet Decision No. 34 of 2013---UAE Regulation for Lighting Products, publishedin UAE Official Gazette, which regulated that lighting products must obtain theCertificate of Conformity certification of ECAS (Emirates Conformity AssessmentScheme). This new regulation will be implemented by the Emirates Authority forStandardization & Metrology (ESMA).
Implementation date:
Starting 01 July, 2014, the importation or entry ofnon-complying products into the UAE is prohibited
Starting 01 January, 2015, the sell and/or display ofnon-complying products in the UAE market will be prohibited.

Key point:
Holder of Certificate of Conformity(CoC) must be legallyregistered company in the UAE, and valid trade license issued by relevantAuthorities should be accompanied with other application documents.
The ECAS CoC certification validity is one year only. Renewalof certificates shall be required 1 month before the expiration of thecertificate.
The CoC certification can list family models, but EnergyEfficiency Label (EESL) registration is based on single model, and EE testreport also need to be issued based on single model.
The precondition to apply for EESL registration is that theproduct must have ECAS CoC certification, if not, then EESL and ECAS need toapply parallelly.
