Title: Procurement Manager-Tianjin
Report to: Procurement Manager-Special Gases

Role Description:
Central Procurement Representative basing on site Tianjin, providing linkage between this area and others to enable the leverage of purchases and generate cost savings (both EBITA GAP and Cash Flow saving);
Co-ordinate and support all plants’ and projects’ procurement activities (if required, shall include RGC procurement projects) across Tianjin and north area and any new businesses arising in the area including but not limited to;
Ensure Global/Regional procurement Standards, guide lines and procurement processes are fully
implemented and followed in the responsible businesses;Ensure the Global & Regional & National deals done by Lead buyers are well implemented and ordered as required in the responsible businesses;
Proactively identifying and delivering saving and added value from the Procurement daily operations and global/local project execution/support; work together with Lead buyers or even act solely when required to develop synergy initiatives and tackle Category Management through selected commodity’s strategic purchase projects in order to deliver appropriate category strategy, EBITA saving and Cash Flow saving;
Owner of Procurement Process in ERP systems. Ensure the right procurement procedure and approval process are strictly followed when processing Orders via SRM/ SAP and/or ERP systems.
Primary Responsibility:
Delivering Leveraged deals for both technical and non-technical items and services, which provide
significant cost savings and other competitive advantages to the responsible area;Collecting all the approved spend budget for the year across the businesses responsible and discuss with Lead buyers to understand and come up with clear procurement strategies and category development directions;
Making detailed plan for achieving the annual saving target for the responsible area;
Providing strong leadership to the local team in north to ensure the management of global and local priorities while effectively partnering across businesses, functions and geographies.
Manage and measure procurement teaming productivity and efficiency for the responsible area to match internal customer’s satisfaction expectation and performance KPI (TBA by Line Manager);
Implementing Code of Ethics of Linde Group;
Representing for the responsible area for
- Communications
- Local delivering and reporting
- SRM, SAP and/or ERP process ownership
- Ensuring Supplier compliance with the company purchase policies and standards and all appropr
iate safety legislation and guidelines;
8. Proactively monitoring suppliers and products performance by implementing Supplier and Product
performance monitoring and appraisal processes;
9. Collecting the users feedback in regard to the supplier performance or product performance;
10. Handling claims if have;
11. If required, acting as Project Procurement Manager when one or more projects arising in the resp
onsible area;
12. Developing and training the subordinate and other stakeholders when have through coaching, on-j
ob training and individual development plan.

Cross-site/region commodity sourcing initiatives and frame contract developing
Project procurement management, especially experience on engineering & construction bidding and contracting would be added value
Proven ability for
Required Qualification:
At least 5 years experience of procurement in multinational company
Bachelor degree or above, preferably Bachelor of Science
Basic knowledge on ERP system
Knowledge on import/export, Customs clearance, logistics etc.
Proven ability for continuous improvement/savings/value adding and strong advocate for best of practice
