Review | Core Content of Hong Kong's Plastic Ban Policy
Implementation Phases and Scope
Phase I (from April 22, 2024)
Prohibited Products: Prohibit the sale and free supply of 9 types of disposable plastic tableware (e.g. styrofoam boxes, plastic drinking straws, plastic knives and forks, plastic cup lids, etc.) and some plastic daily necessities (e.g. plastic-handled toothbrushes, umbrella bags, etc.).
Exemptions: pre-packaged food (e.g., plastic forks attached to cup tops), medical needs, and specific places (hospitals, correctional facilities, etc.) may continue to be used.
Phase II (expected to be implemented in 2025): Expand to a total ban on all types of disposable plastic tableware, and add new control on products such as plastic tablecloths and dental floss sticks.

1. Effectiveness and Regulatory Data
Complaints and rectification: From the first phase of implementation in April 2024 to April 2025, EPD has received a total of 122 complaints against non-compliance. 75% of the cases were rectified after follow-up, and only 21 restaurants were fined for persistent non-compliance.
Performance of chain restaurants: More than 80% of chain restaurant customers voluntarily refused disposable tableware, reducing the flow of about 60 million sets of plastic tableware into landfills each year. Some restaurants have adopted “no tableware” as a brand selling point, and the proportion of consumers bringing their own tableware has increased significantly.
2.Preparation for the second phase of the plastic ban and collaboration with the industry
Reliability testing of alternatives:EPD plans to work with large restaurant chains in mid-2025 to test the heat resistance, sealing and cleaning efficiency of alternatives to ensure the smooth implementation of the second phase (total ban on plastic cups and food containers, etc.).
1. Application cases and technological advancement
Catering industry: Bagasse spoons are commonly used in restaurants in Hong Kong's Tin Hau district, and the supply chain is gradually maturing; in MTR's “Reusable Lunch Box Program”, sugarcane pulp lunch boxes have become a pilot product due to their environmental friendliness.

2. Policy and Market Opportunities
Government support: Provide information on over 2,000 types of environmentally friendly tableware through the “Green Tableware Platform” and include more than 170 suppliers to accelerate the promotion of sugarcane pulp products.
Market demand: Hong Kong disposes of 227 tons of plastic tableware per day, with a huge shortage of alternatives. Sugarcane pulp products have become a key promotion direction due to their renewable raw materials and compostable degradation.
New Product Highlights:
Full range of sugarcane pulp products: including 24 brand new products, high heat-resistant coffee cups (compostable and degradable), leak-proof lunch boxes, and high-strength knives and forks, all of which have passed professional certifications such as FDA, TUV, BPI, and OK COMPOST.
Hong Kong's plastic ban policy is not only an environmental revolution, but also an opportunity for industrial upgrading. We firmly believe that through technological innovation and policy synergy, sugarcane pulp tableware will be promoted from a “substitute” to a “mainstream choice”.
