清咸丰年间（1851-1861年），太平天国农民起义发展迅猛，并在江苏南京建都，此时清政府赖以铸钱之用的滇铜（云南省出产的铜料），因道路阻断而无法运进北京。一方面是镇压起义急需大量的军饷开销，一方面是铸钱的原材料告缺，给清政府造成了严重的财政困难，最终迫使清政府自咸丰三年开始发行纸币和改铸大钱来弥补财政亏空。
