2026年政府工作报告提出,强化产业基础再造和重大技术装备攻关,打造一批国家先进制造业集群。围绕智能制造、高端装备等制造领域未来十年的发展等话题,全国政协常委、中国工程院院士、浙江大学工学部主任杨华勇近日接受中国国际电视台(CGTN)记者专访。

The Faculty of Engineering at Zhejiang University has forged deep partnerships with industry leaders in key fields such as aerospace and biomanufacturing. But what kind of mechanism can effectively bring together government, industry, and academic research to drive innovation across the entire industrial chain? Our reporter Aaron Liu sat down with Yang Huayong, Dean of the Faculty of Engineering at Zhejiang University and a Standing Committee member of the CPPCC National Committee, to explore this very question.


YANG HUAYONG "To build competitive world-class manufacturing chains, we need long-term, stable teamwork between government, industry, universities, research institutes and end-users. It's not just about having cutting-edge tech – your key technologies need to be mature, and your products need to be stable and reliable. That's how you compete globally. So, the key is sustained collaboration – industry players, researchers, everyone working together steadily over time. And we can't do this without China's national system, without government guidance and support. We also need society behind us – users, media, finance – everyone focused on building manufacturing chains that are truly competitive on the world stage."


AARON LIU CGTN "Your institute has worked on humanoid robots, 3D bioprinting and medical implants. What role do robots and high-end intelligent equipment play in China's 'new quality productive forces?'"


YANG HUAYONG "Manufacturing is undergoing a technological shift, with two areas standing out: robotics and 3D printing. On robotics, applications have expanded from factory floors and construction sites into hospitals, homes, and offices – requiring cross-sector collaboration. We're especially focused on medical robotics. On 3D printing, we see three streams: metal, non-metal, and cell printing. Zhejiang University has one of China's most comprehensive discipline portfolios. In recent years, we've prioritized interdisciplinary research, with a sharp focus on human health."


AARON LIU CGTN "For the current 15th Five-Year Plan, China is developing smart manufacturing, future industries and embodied intelligence. In your opinion, how important and promising are these fields?"


YANG HUAYONG "Breaking through bottleneck technologies requires joint efforts from academia, industry, and users. At the same time, we must look to the future – China has moved from 'following' to 'running alongside,' and even achieved 'leading' position in some areas. During the 15th Five-Year Plan, both central and local governments will ramp up investment. Tech innovation is not just about achieving 'zero-to-one' breakthroughs in the lab. We need to nurture maturity of these technologies – solving the 'one-to-ten, ten-to-one-hundred, one-hundred-to-one-thousand' scaling challenge. China already leads in mass production; the key is accelerating the journey from lab to market for homegrown, controllable disruptive technologies."
