Global Group Will Standardize UAV Traffic ManagementA group of regulators, air navigation service providers(ANSP), manufacturers and operators is being formed todraft a global interoperability blue for UAV trafficmanagement (UTM).Inspired by NASA"s research into low-altitude airspace managementfor UAVs, more than 60 organizations from Europe, Chinaand the U.S. met in Geneva in late April and agreed on the needto form the Global UTM Standardization Group.“Global UTM will be set up as a not-for-profit organizationbased in Switzerland, with international online working groupsthat will meet regularly around the world to adopt standards andagree on new topics to be tackled,” says Simon Johnson, organizerof the European UTM Day in Geneva.“Initial solutions to integrate drones into low-altitude airspacewill be implemented nationally. But as drone technology andmissions are likely to develop rapidly, a global initiative is neededto provide inputs on a harmonized, scalable and future-proofsystem that can be quickly defined and implemented by regulatorsworldwide,” says Francis Schubert with Swiss ANSP Skyguide.In addition to low-altitude airspace management, UTM encompassesa universal drone registration database, open identificationsystems, tamper-proof flight data recorders, trusted 3D mappingdata, dynamic weather information and vehicle-to-vehicle communication,the organizing team says.Founding mrs of the standardization group include thecivil aviation authorities of France, Italy, Switzerland and theU.K.; the ANSPs of Germany, Italy, Switzerland, the U.K.; UAVmanufacturers and infrastructure service providers from Belgium,China, Finland, France, Portugal, Switzerland and the U.S.; andacademic institutions in China and Switzerland.NASA and the FAA are not yet involved, but are expected tojoin the group. “It is related to their decision-making process. Thisis moving fast and both organizations need time to go through aformal decision process. I"m confident that they will join later,”says Benoit Curdy of the UTM Day organizing team.NASA expects to share its research results with the group, andseveral of the U.S. companies already working with the agencyon development and testing of its UTM research platform areamong the global standardization group"s founding mrs,including AirMap, Matternet, PrecisionHawk, Simulyze andSkyward.“The group is already sharing information, but the associationwill only become a legal entity after board mrs are electedat the first general meeting, which we aim to hold in early June,”Curdy says. “As organizer of the UTM Day, we are taking the leadon setting up the group, but the decision on the management teamwill also be taken at the general meeting.”As a standards organization, the group"s initial goal is to ensure“fair, reasonable and non-discriminatory” licensing of participants"intellectual property. “This will take some time to set up,” Curdysays. “Quick wins should come from shared APIs [applicationprogramming interfaces] among our software providers.”Graham Warwick, warwick@aviationweek.com
