中国（海口）留学人员创业园是于2021年12月由中国人力资源和社会保障部正式批复设立，目标是打造具有国际影响力的留学人员创业聚集地以及科技创新合作高地。
China (Haikou) Overseas Students Pioneer Park was formally approved and established by China's Ministry of Human Resources and Social Security (MOHRSS) in December 2021, to create a gathering place for Overseas Educated Personnel (OEP) entrepreneurship as well as a highland for scientific and technological innovation cooperation with international influence.
复兴城产业园作为海南最具创新活力的创新创业载体之一，先后被授予国家海外人才离岸创新创业基地、国家级科技企业孵化器、全国创业孵化示范基地等荣誉。留创园依托省级重点园区海口复兴城互联网信息产业园作为先行示范区，已吸引多位从美国、德国、法国、日本等地区留学归来的人员以及不同国家地区的外籍人士在此创业就业。
As one of the most innovative and dynamic innovation and entrepreneurship carriers in Hainan, Fullsing Internet Industrial Park has been awarded honors such as National Offshore Innovation and Entrepreneurship Base for Overseas Talents, National-level Technology Enterprise Incubator, and National Entrepreneurship Incubation Demonstration Base.Relying on the provincial key park Haikou Fullsing Internet Industrial Park as a pilot demonstration area, the Park has attracted many overseas returned students from the United States, Germany, France, Japan, and other regions, as well as foreigners from different countries and areas to start businesses and work here.

中国（海口）留学人员创业园二区位于海口西海岸复兴城国际数字港中，地处新城核心位置，与海口市政府距离约2公里，与中央西秀公园仅一路之隔。复兴城国际数字港总规划面积256亩，总建面90万㎡，涵盖业态包括总部办公、独栋办公、国际人才住区、产业研发中心、五星级酒店、大型shoppingmall，是一座集产、学、研、住、商、娱为一体，超大空间规模的智慧型产业社区。
“城市会客厅”、空中大堂、下沉式花园广场、TED国际路演中心，丰富的架空层泛会所、园区内办公空间与生活空间、商业空间、共享空间错落交融，城市级别连廊连接园区内外各个业态模块真正实现百米内步行通勤。
The District 2 of China (Haikou) Overseas Students Pioneer Park is located in the core area of Haikou West Coast New City, only 2 kilometers away from the Haikou Municipal Government, next to the Xixiu Central Park. Fullsing International Digital Port with a total construction area of 900000 square meters, covers various business formats including headquarters office, standalone office, international talent residential areas, industrial research and development centers, five-star hotels, and large-scale shopping malls. Materials:
Academic degree authentication certificate from the Ministry of Education's Service Center.
Certificate of Education for Overseas Study Abroad.
Business license (no need to provide for new registration)
Front and back of corporate ID card.

具体要求 specific requirements:
1.法定代表人为外籍人士，或该企业股东中外籍人士占股不低于30%。
The legal representative is a foreigner, or foreigner shareholders hold no less than 30% of the shares.
2.法定代表人为留学人员且所持股权不低于10%，或该企业股东中的留学人员股东所持股权合计不低于30%。
The legal representative is a student studying abroad and holds no less than 10% of the shares, or the student studying abroad shareholders hold no less than 30% of the shares.
3.留学人员是指：在我国认可的国（境）外高等院校、科研机构学习满一年，并获得学士及以上学历的人员；或在国内已取得学士及以上学位或中级及以上专业技术职称，并在国（境）外高等院校、科研机构从事博士后或访问学者研究工作满一年的回国人员。
Students studying abroad refer to individuals who have studied for at least one year at recognized foreign universities or research institutions in China and have obtained a bachelor's degree or above; Or returnees who have obtained a bachelor's degree or above or intermediate or higher professional and technical titles in China, and have been engaged in postdoctoral or visiting scholar research work in foreign universities or research institutions for at least one year.
4.注册在园区。
Registered in the park.
5.实质性开展经营，且公司人员每周至少三天在园区办公。
Conduct substantial business operations and have company personnel work in the park at least three days a week.

人力资源外包、招聘外包、承接各类人才相关大型活动。
