“7×24 hours”

第二条 

实行口岸“7×24 小时”预约通关

The Border Control promises 7×24 hours of customs clearance; the maritime organization promises 7×24 hours to handle appointment immediately after arrival; the customs promises 7×24 hours to make an appointment for customs clearance and the appointment time will be reduced from the original 24 hours in advance to 12 hours in advance; the operating enterprises at the port will be available at any time.

边检承诺7×24小时通关；海事承诺7×24小时随约随办；海关承诺7×24小时预约通关，预约时间由原来的提前24小时压缩至提前12小时；港口运营企业全天候服务。

公开通关流程及物流作业时限

Disclose the time of all customs clearance procedures at Yangpu Port and the operating time standards for transshipment, shifting of hanging box, unstuffing and merchant picking up container of operating enterprises for social supervision.

公开洋浦口岸整体通关各环节时长及港口运营企业集装箱场内转运、吊箱移位、掏箱和货方提箱等作业时限标准，接受社会监督。

推行出入境船舶卫生检疫诚信申报、

快捷通行制度

Allow eligible ships to go through customs immediately on the premise of honest declarations.

在诚信申报的前提下，对符合条件的船舶快捷通行。

Establish a fault-tolerant mechanism 

for enterprises' customs clearance

第五条

厂房租赁扶持建立企业通关容错机制

Implement a system of “voluntary disclosure” for enterprises, which means the non-subjective illegal behaviors that are not intentionally caused and are reported to the inspection unit in writing and can be corrected in time without causing substantial damage can be lightened, mitigated or exempted from penalties.

实施企业“主动披露”制度，对非主观故意引起且主动向查验单位书面报明并能够及时纠正的、未造成实质性损害的违规行为，可从轻、减轻或免予处罚。

通过12345政府服务热线，及时响应企业通关过程中遇到的问题、受理投诉并做好后续服务工作。

Expand the scope of admissibility of 

third-party inspection results

第七条

外贸奖励扩大第三方检验检测结果采信范围

Give full play to social inspection and testing institutions to implement third-party admissibility systems in areas such as the inspection, testing and identification of staple commodity of resource and to boost trade facilitation through optimizing inspection processes.

发挥社会检验检测机构的作用，实现在大宗资源类商品检验检测鉴定等领域实施第三方采信制度，在优化检验流程的基础上提升贸易便利化。

Article 8

Quickly handle the entry visas for 

foreign crew and the taking office 

and dismissal of crew members

第八条

快速办理外籍船员入境签证及船员任解职

Provide green channels, timely acceptance and immediate settlement services for foreign crew members who need to apply for entry visas; the maritime organization will provide green channels of “immediate handling after arrival” for the taking office and dismissal of crew members and launch a 7×24 hours consulting and service platform for them.

为需要办理入境签证的外籍船员提供绿色办理通道和及时受理、即时办结服务；海事为船员开通任解职办理“即到即办”绿色通道及船员业务7×24小时咨询服务平台。

No waiting for ship pilotage

第九条

实行船舶引航零等待

Establish a 24-hour standby system of pilots to provide punctual services for ships sailing, berthing, departing and moving.

建立引航员24小时待命制度，为航行、靠泊、离泊、移泊的船舶提供准时服务。

Article 10

Optimize the supervision method for 

weight survey of staple commodities

第十条

优化进口大宗商品重量鉴定监管方式

Adjust the current weight survey by the customs on a batch-by-batch basis to that by the customs according to the application of enterprises, so as to reduce time and improve supervision efficiency of cargo customs clearance.

将现行由海关对进口大宗商品逐批实施重量鉴定调整为海关依企业申请实施，提高货物通关时效和监管效率。
