Ladies and Gentlemen, dear friends,
听了王毅部长、冯飞书记的精彩致辞，相信大家可以得出这么一个结论，即中国式现代化的海南实践独具魅力、海南自由贸易港未来可期。下面，我向大家简要介绍海南自由贸易港有关情况及发展机遇，这些机遇属于海南，也属于全世界，期待更多经营主体和国际机构在海南落户，更多精英人才在海南成就梦想。
After listening to the wonderful remarks by His Excellencies Minister Wang Yi and Party Secretary Feng Fei, I believe you can come to the conclusion that Hainan has developed a unique approach to its practice of Chinese modernization and enjoys a promising future as a free trade port. Now I would like to briefly introduce the advantages and development opportunities of the Hainan FTP. These opportunities belong to both Hainan and the whole world. We look forward to more businesses, international organizations, and elite talents settling in Hainan and achieving their aspirations.
第一，海南自由贸易港拥有独特的比较优势。中国内地有22个自贸试验区，但自由贸易港只有这一个。与国际其他自由贸易港相比，除了“中国特色”这个本质区别外，海南自由贸易港还有很多不同。比如，涵盖海南全岛3.4万平方公里，是全球面积最大、产业形态最多样、可以完美实现同时间同空间投资创业与休闲度假的自由贸易港；再比如，背靠中国内地14亿超大规模人口市场，经济腹地广阔；并且货物、物品以及运输工具由内地进入海南自由贸易港，按国内流通规定管理，意味着海南可以高效率低成本利用内地完整且强大的制造业供应链。
First, the Hainan FTP has unique comparative advantages.
Chinese mainland has 22 free trade pilot zones, but only one free trade port—Hainan FTP. In addition to boasting Chinese characteristics, the Hainan FTP has many other differences when compared with other international free trade ports.
The Hainan FTP covers the entirety of Hainan Island's 34,000 square kilometers. It is the world's largest free trade port with the most diverse industrial structure where you can invest, start a business, and take a vacation at the same time and in the same place. The Hainan FTP is also backed by the vast Chinese mainland market with a population of 1.4 billion. In addition, goods, articles, and vehicles entering the Hainan FTP from the Chinese mainland are managed according to domestic circulation regulations, enabling Hainan to utilize the mainland's complete and powerful manufacturing supply chain efficiently and at a low cost.
第二，海南自由贸易港建设已经成型起势。以贸易、投资、跨境资金流动、人员进出、运输来往自由便利和数据安全有序流动为重点的自由贸易港政策制度体系基本构建，海南正像中国改革开放初期的深圳、90年代的上海浦东一样，成为中国开放的新高地、投资兴业的新热土。过去六年，海南货物贸易、服务贸易年均分别增长22.2%、20.2%，实际使用外资年均增长46%。当前，海南正全力推进2025年底前封关运作，届时海南的开放水平将实现新的跃升。
Second, the Hainan FTP has taken shape and is gaining momentum. Hainan FTP has basically established a free trade port policy and institutional system with an emphasis on the liberalization and facilitation of trade, investment, cross-border capital flow, entry and exit of people, transportation, and the secure and orderly flow of data. Hainan has become a new frontier of China's opening up and a new magnet for investment and business, just like Shenzhen in the early days of China's reform and opening up and Shanghai's Pudong New District in the 1990s.
Over the past six years, Hainan's trade in goods and trade in services have grown by an annual average of 22.2% and 20.2% respectively, and paid-in foreign capital has increased by an average of 46% annually. Currently, Hainan is making every effort to prepare for the implementation of special customs operations before the end of 2025, at which time Hainan's level of openness will reach new heights.
为推动更大程度对外开放，我们还与境内外37个自贸区（港）建立了全球自贸区（港）伙伴关系，欢迎更多自贸区（港）成为我们的伙伴，和我们共成长、共发展。
To promote greater opening up to the outside world, we have also established partnerships with 37 free trade zones (ports) at home and abroad within the framework of the Global Free Trade Zones (Ports) Partnership Initiative. We welcome even more free trade zones (ports) to partner with us for mutual growth and development.
第三，海南自由贸易港将创造更多发展机会。我们正在加快构建“4+3+3”现代化产业体系，打造新质生产力重要实践地。其中“4”是指旅游业、现代服务业、高新技术产业、热带特色高效农业四大主导产业，第一个“3”是指种业、深海、航天三大未来产业，第二个“3”是指高端购物、教育、医疗“三篇消费文章”。
Third, the Hainan FTP will create more development opportunities. We are accelerating the creation of the "4+3+3" modern industrial system to make Hainan an important practice base for new quality productive forces. The "4" refers to the four major leading industries of tourism, modern services, the high-tech industry, and high-efficiency tropical agriculture. The first "3" refers to the three future-oriented industries of seed breeding, deep-sea, and aerospace. The second "3" refers to consumer spending in high-end retail, education, and medical care.
我们发挥热带“温度”优势，发展热带特色高效农业，依托崖州湾国家实验室，建设种子科技创新策源地，打造具有国际影响力的“南繁硅谷”，欢迎世界各地种业企业、科研机构和专家人才到海南发展。
We are leveraging Hainan's advantage of warm climate to develop high-efficiency tropical agriculture. Relying on the Yazhou Bay National Laboratory, we are transforming Hainan into a source of seed science and technology innovation and building up the global influence of "Nanfan Agricultural Silicon Valley". We welcome seed breeding companies, scientific research institutions, and experts from all over the world to cultivate Hainan's potential.
我们发挥海洋“深度”优势，打造深海科技策源地，发展深海能源、海洋装备制造、海洋生物医药、深远海养殖等产业；成立国际蓝碳研究中心，扩展海洋碳汇国际研究和合作。期待国际行业领军企业参与海南深海创新链和产业链合作。
We are leveraging Hainan's advantage of deep ocean to create a wellspring of deep-sea science and technology, and develop industries such as deep-sea energy, marine equipment manufacturing, marine biopharmaceuticals, and deep-sea aquaculture. We have established the International Blue Carbon Research Center to expand international research and cooperation on marine carbon sinks. We look forward to international industry-leading companies participating in the forging of Hainan's deep-sea innovation and industrial chains.
我们发挥近赤道“纬度”优势，建成中国首个商业航天发射场，11月30日已经首发成功，今后将密集开展常态化发射，并设立了金砖国家遥感卫星数据与应用中心，积极开展火箭链、卫星链、数据链领域国际合作。
We are leveraging our advantage of low-latitude to have constructed China's first commercial space launch site, which successfully carried out its first launch on November 30 and will conduct regular missions in the near future. We have also established the BRICS Remote Sensing Satellite Data and Application Center and are actively carrying out international cooperation in rocket, satellite, and data industrial chains.
我们发挥地处国内国际双循环交汇点的区位优势，扩大服务业领域对外开放。上线运行海南自由贸易港多功能自由贸易账户，跨境资金划转更加便捷。每年4月举办中国国际消费品博览会，搭建全球消费精品展示交易平台，欢迎世界各地客商参展、采购。海南还允许境外相关高校独立办学和合作办学，允许设立外商独资医院，在境外批准上市的药品、医疗器械可以在博鳌乐城先行先试，并实施离岛免税购物政策，欢迎更多知名高校、医疗机构和国际品牌与我们合作。
We are leveraging our geographical advantage at the intersection of China’s “dual circulation” development paradigm to steadily expand the opening up of the service sector. The launch of the Hainan Free Trade Port Multi-Function Free Trade Account system greatly facilitates the movement of cross-border funds. The China International Consumer Products Expo, held annually in April, has become a platform for showcasing and trading global consumer products. We welcome merchants from all over the world to exhibit and purchase products at the Expo. Hainan also permits eligible overseas universities to operate schools independently or cooperatively and allows the establishment of wholly foreign-owned hospitals. Medical products that have received market approval overseas can be piloted in the Boao Lecheng International Medical Tourism Pilot Zone, and an offshore duty-free shopping policy has been implemented. We welcome more renowned universities, medical institutions, and international brands to cooperate with us.

We are committed to building an international tourism consumption center and a world-class tourist destination, and have built a number of high-standard tourism service facilities. One such example is our "masterpiece," the Hainan Coastal Scenic Highway. We have planned the construction of 40 high-level tourist stations along the route and welcome international design, construction, and operations firms to discuss cooperation with us in building them.
