The Hainan Branch of China Development Bank, non-commercial banks, state-owned banks, share-holding banks, Postal Savings Bank of China, Haikou Branch of Nanyang Commercial Bank (China), Bank of Hainan and Haikou Rural Commercial Bank:
To promote the construction of Hainan free trade port and further improve the level of liberalization and facilitation of cross-border investment, the Hainan Branch of the State Administration of Foreign Exchange has introduced the following innovative foreign exchange businesses throughout its jurisdiction with the approval of the State Administration of Foreign Exchange (SAFE):
Canceling of the one-by-one foreign debt registration on non-financial enterprises
取消非金融企业外债逐笔登记
Qualified non-financial enterprises in Hainan can apply to the foreign exchange bureau for one-time foreign debt registration and can borrow foreign debt themselves within the registered amount followed by the facilitation of registration procedure. All banks shall attend to relevant businesses in accordance with the operational guidelines for the pilot reform in management on foreign debt registration of non-financial enterprises.
Carrying out business for cross-border transfer of domestic credit assets

The institutions in Hainan can carry out business to transfer abroad the domestic credit assets, including non-performing loans and trade financing assets under the principle of risk control and prudent management. All banks shall attend to relevant businesses in accordance with the operational guidelines for the pilot business on cross-border transfer of domestic credit assets.
Simplifying the
foreign exchange
registration procedure of
direct foreign investment

The bank can attend to relevant foreign exchange registration procedure of domestic direct investment in accordance with the industrial and commercial business registration information of the foreign-invested enterprises, rather than additional business report information.
This notice will be implemented from the date of issue. Each bank should comply with the requirements of self-discipline, carry out due diligence in depth and handle the businesses in a compliant way.
