海上风电具有资源丰富、不占用土地和适宜大规模开发的特点，是全球风电发展的最新前沿。中国南部岛屿省份海南省拥有全国最大的海域面积，风能资源丰富，发展海上风电有得天独厚的优势。为推进“清洁能源岛”建设，如今海南省也在大力发展海上风能。来看林沃从海南发回的报道。
Offshore wind power is in the forefront of the global wind power industry due to abundant resources, no land occupation and suitability for large-scale development. China's southern island province of Hainan, endowed with the country's largest sea area and abundant wind power resources, has unique advantages in developing offshore wind power. In an effort to build a "clean energy island," Hainan is making great efforts to develop the industry. Linwo has the story from Hainan.
近年来，海南积极落实海洋强国战略，依托丰富的海洋资源，先后出台了《海南清洁能源岛发展规划》《海南省风电装备产业发展规划(2022-2025年)》。
In recent years, Hainan has been actively implementing the national strategy. Relying on its rich marine resources, Hainan has worked out the Development Plans for Building a Clean Energy Island and Wind Power Equipment Industry.
2022年1-8月，海南的海上风电及海工装备项目带动海南省工业投资增长36.9%，增速排名全国第七。海上风电产业正逐步成为海南自由贸易港发展的重点产业之一。
From January to August 2022, Hainan's offshore wind power and ocean engineering equipment projects drove up its industrial investment by 36.9%, ranking seventh in China. The offshore wind power industry is gradually becoming one of the key sectors in the the Hainan Free Trade Port.

目前海南正在海南儋州洋浦、在东方市，建设两个大的海上风电的产业基地，基地投产以后每年形成的产值被超过550亿元，会形成一个新的千亿规模级的、带动整个上下流产业的海上风电产业集群。
Currently, we are building two large offshore wind power industrial bases in Hainan’s Yangpu and Dongfang. After they are put into operation, the annual output value is expected to exceed 55 billion yuan, and an offshore wind power industrial cluster consisting of the entire upstream and downstream industries will be established.

我们计划以海上风电组机高端智能制造为基础，进一步引进超长叶片、变流器、齿轮箱这类风电组机上游产业链，以及海上施工等相关的海上风电开发配套企业入驻海南，打造海南的海上风电从设备制造，到项目开发的全产业体系。
On top of the high-end intelligent manufacturing of offshore wind turbines, we plan to attract more upstream businesses and related supporting enterprises to Hainan. We aim to build a whole offshore wind power industrial chain ranging from equipment manufacturing to project development.
9月26日，海南省首次以“海上风电”为主题，召开了海上风电招商推介活动，现场签订21份合作协议，意向投资额450多亿元，达产后年产值将超过300亿元。此外，活动上还成立了海南省海上风电联盟，助力海南海上风能产业发展。
On September 26, Hainan held its first event to promote investment in offshore wind power. 21 cooperation agreements were signed on site, with an intended investment of more than 45 billion yuan and an estimated annual output value of more than 30 billion yuan. In addition, Hainan also established an Offshore Wind Power Alliance at the event.

联盟的成立首先可以使我们上游下游的企业在联盟内优势互补。同时联盟的成立能够使我们和地方政府的沟通、协调更加得顺畅、更加得便利。
The establishment of the alliance complements the advantages of upstream and downstream enterprises, and also makes our communication with the local government smoother and more convenient.

This alliance will help us build a team with stronger competitiveness, more advanced technology and lower development cost through technological upgrades. In addition to boosting the development of wind power in Hainan and in China, we can also develop our business in Vietnam, the Philippines and other Southeast Asian countries.
根据《海南能源综合改革方案》，到2035年海南清洁能源岛基本建成，海南助推海上风能产业发展，将对此起到推动作用。
According to the Hainan Comprehensive Energy Reform Plan, the province aims to build itself into a clean energy island by 2035, and the development of the offshore wind power industry is expected to act as a catalyst.
