【政策】7种氢能材料在列!工信部发布重点新材料应用示范指导目录

12月22日,工信部发布了关于发布重点新材料首批次应用示范指导目录(2024年版)的通告。文件指出,《重点新材料首批次应用示范指导目录(2024年版)》自2024年1月1日起实施。相较于2021年版,2024年版指导目录包含的氢能产业相关新材料共7种,AB 型稀土储氢合金材料内容改变,且更多材料(尤其是金属材料)设置了氢相关指标。


【政策】广州发布汽车产业中长期发展规划:2万辆氢能车,200座加氢站

12月22日,广州市发展和改革委员会、广州市工业和信息化局印发《广州市汽车产业中长期发展规划(2023-2035年)》。文件提出,广州需要进一步加快汽车产业电动化转型步伐,以国家燃料电池汽车示范应用城市群建设契机,加速推进氢燃料电池汽车发展,促进传统汽车生产制造向低碳化、智能化转型,持续引领未来汽车产业变革方向与发展趋势。发展目标显示,到2035年的目标是,燃料电池汽车保有量达到2万辆,加氢站达到200座。


【政策】43个氢能规划项目!青海省绿氢化工产业发展规划发布

近日,青海省发展和改革委员会印发《青海省绿氢化工产业发展规划(2023-2030年)》。其中指出,到2025年,绿氢生产能力达4万吨左右,建设绿氢化工示范项目不少于2个。在绿氢化工耦合盐湖、绿氢化工耦合新能源领域开展示范应用。引进或培育5家绿氢化工企业,绿氢化工全产业链产值达到20亿元。选择部分化工一次产品先行先试。重点在德令哈园区、察尔汗基地建设年产 2.2 亿标方绿氢、5 万吨绿氨、9 万吨绿色尿素、12 万吨硝酸盐熔盐、5 万吨绿色甲醇示范项目。还公布了43个青海省氢能产业发展中长期规划项目清单。


【政策】吉林省抢占氢能产业新赛道,目标到2025年氢能产业产值达到100亿元

日前,吉林省人民政府办公厅印发《抢先布局氢能产业新赛道实施方案》和《抢先布局新型储能产业新赛道实施方案》。根据总体目标,到2025年,氢能产业布局初步成型,产业链逐步完善,产业规模快速增长,氢能产业产值达到100亿元,带动新能源装机规模500万千瓦。到2030年,全省氢能产业实现跨越式发展,产业链布局趋于完善,产业集群形成规模,产值达到300亿元。到2035年,吉林省的“一区、两轴、四基地”发展格局基本形成,氢能产业产值突破1000亿元,成为东北亚地区绿氢全产业链创新应用基地,建成“中国北方氢谷”。


【国际】法国到2030年实现6.5GW“低碳电解氢”

根据法国国家氢能战略更新草案,法国计划到2030年安装6.5GW的“低碳电解氢”产能,到2035年增至10GW 。同时,法国政府计划到 2030 年投入近 90 亿欧元(98.7 亿美元)来支持脱碳氢的部署。该文件确认,法国将在差价合同式拍卖中花费 40 亿欧元进行补贴,以支持未来三年部署 1GW 的“电解生产”。这些补贴将采取运营补贴的形式,部分根据灰氢成本(包括碳价)与低碳氢之间的差额计算。


【国际】欧盟就“欧7”排放标准达成一致

当地时间12月18日,欧洲议会和欧洲联盟成员国谈判代表就新的“欧7”机动车排放标准达成一致。新的标准不仅涵盖氮氧化物等汽车尾气排放物,还将首次引进对刹车和轮胎磨损所产生超细颗粒物的排放限值。这意味着电动车和氢动力车也将被纳入“欧7”排放标准。从立法程序看,这一标准仍需要欧盟成员国和欧洲议会正式批准。新标准生效30个月后,将先适用于小汽车和厢式货车,大客车和卡车将在新标准生效48个月后执行。


【国际】日本拟在15年内投入3万亿日元推动氢能源普及

日本政府计划在15年内投入3万亿日元(约合人民币1500亿元)用来推动氢能源的普及。截止到11月,日本共有161个加氢站,其中大约三分之一集中在首都圈地区。目前,加氢站每公斤氢的价格是1200日元(约合人民币60元左右)。据日本媒体报道,投入资金将用于补贴氢能与其他燃料之间,由于生产成本等因素产生的价格差。

Seven hydrogen energy materials are listed! Ministry of Industry and Information Technology  releases Demonstration Guiding Catalogue for Key New Materials Application.

On 22 December, the Ministry of Industry and Information Technology of the People’s Republic of China issued a notice on the release of The 1st Batch Demonstration Guiding Catalogue for Key New Materials Application (2024 Edition). The document states that the catalogue (2024 Edition) will be implemented from 1 January 2024 onwards. Compared with the 2021 edition, the 2024 edition of the catalogue contains seven new materials related to the hydrogen energy industry, with changes in the content of AB type rare earth hydrogen-storage alloy material and more materials (especially metal materials) with hydrogen-related indicators.


Guangzhou Issues Medium-Term and Long-Term Development Plan for Automotive Industry

On 22 December, Guangzhou Municipal Development and Reform Commission and Guangzhou Municipal Industry and Information Technology Bureau issued the Medium-Term and Long-Term Development Plan of Guangzhou Automobile Industry (2023-2035). The document proposes that Guangzhou needs to accelerate the pace of electrification transformation of the automobile industry, promote the development of hydrogen fuel cell vehicles, boost the transformation of traditional automobile production and manufacturing to low-carbon and intelligent, and continue to lead the direction of the future automobile industry change and development trend. It shows that by 2035, the target is to reach 20,000 fuel cell vehicles and 200 hydrogen fueling stations.


43 hydrogen energy planning projects! Green Hydrogen Chemical Industry Development Plan of Qinghai Province Issued

Recently, Qinghai Municipal Development and Reform Commission issued the Green Hydrogen Chemical Industry Development Plan of Qinghai Province (2023-2030). It states that by 2025, the green hydrogen production capacity will reach about 40,000 tonnes, and no less than two green hydrogen chemical demonstration projects will be constructed. Introduce or cultivate 5 green hydrogen chemical enterprises, and the output value of the whole green hydrogen chemical industry chain reaches 2 billion yuan. Select part of the chemical primary products for early and pilot implementation. Focus on the construction of demonstration projects with an annual output of 220 million m³green hydrogen, 50,000 tonnes of green ammonia, 90,000 tonnes of green urea, 120,000 tonnes of nitrate molten salt, and 50,000 tonnes of green methanol in the Delingha Industrial Park and the Qarhan Base. A list of 43 projects for the medium-term and long-term planning of hydrogen energy industry development in Qinghai Province was also announced.


Jilin Province preempts new track of hydrogen energy industry, aiming to reach 10 Billion Yuan of output value of hydrogen energy industry by 2025.

People's Government of Jilin Province issued the "Preemptive Layout of Hydrogen Energy Industry New Track Implementation Programme" and "Preemptive Layout of New Energy Storage Industry New Track Implementation Programme". According to the overall goal, by 2025, complete the hydrogen energy industry layout initial shape, gradually improve the industrial chain , the industrial scale grow rapidly, hydrogen energy industry output value will reach 10 billion yuan and drives the new energy installed capacity of 5 million kilowatts. By 2030, the hydrogen energy industry of the whole province achieves leapfrog development, industrial chain layout tends to be perfect, industrial clusters form a scale, the output value reaches 30 billion yuan. By 2035, the development pattern of "one district, two axes and four bases" in Jilin Province will be basically formed, and the output value of hydrogen energy industry will exceed  100 billion Yuan, becoming the innovation and application base of green hydrogen whole industry chain in Northeast Asia, and completing the Hydrogen Valley of Northern China.


France unveils plan for 6.5GW of 'low-carbon electrolytic hydrogen' by 2030.

France aims to install 6.5GW of 'low-carbon electrolytic hydrogen' production capacity by 2030, rising to 10GW in 2035, according to a draft update of France’s national H2 strategy. The government plans to commit nearly €9bn [$9.87bn] by 2030 to support the deployment of decarbonised hydrogen.The document confirms that France will spend €4bn on subsidies — in Contracts for Difference-style auctions to support the deployment of 1GW of 'electrolytic production' over the next three years.


Euro 7: Council and Parliament strike provisional deal on emissions limits for road vehicles.

The Council and the European Parliament reached an agreement on a regulation for Euro 7.The new regulation sets more adequate rules for vehicle emissions and aims to further lower air pollutant emissions from road transport, and for the first time it covers cars, vans, and heavy-duty vehicles in one single legal act.The Euro 7 regulation establishes rules for the exhaust gas emissions of road vehicles, but also for other types of emissions such as tyre abrasion and brake particle emissions. The deal foresees different dates of application after the regulation enters into force:30 months for new types of cars and vans, and 42 months for new vehicles, 48 months for new types of buses, trucks and trailers, and 60 months for new vehicles. The provisional agreement reached with the European Parliament now needs to be endorsed and formally adopted by both institutions.


Japan plans to invest 3 trillion yen within 15 years to promote the popularization of hydrogen energy.

The Japanese government plans to invest 3 trillion yen (about 150 billion yuan) within 15 years to promote the spread of hydrogen energy. According to information, as of November, there were 161 hydrogen fueling stations in Japan, of which about one-third were concentrated in the metropolitan area. Currently, the price of hydrogen per kilogram at a hydrogen fueling station is 1,200 yen (about 60 yuan). The investment will be used to subsidize the price difference between hydrogen energy and other fuels due to factors such as production costs.
