Study the exclusion of green hydrogen used as a fuel from the total and intensity control of energy consumption in league cities.

On January 2, Dongguan Development and Reform Bureau issued “Several Measures for the Comprehensive Implementation of Cleaner Production in Dongguan City (2023-2025)”, proposing to develop clean and renewable energy sources, and increase the proportion of clean and renewable energy consumption. Gradually and orderly promote the construction of hydrogen refueling stations, and prioritize the demand for public transportation demonstration projects. The document states that chemical enterprises are encouraged and supported to use green hydrogen to gradually replace hydrogen from coal and hydrogen from methanol. For chemical projects that implement green hydrogen substitution in Ningdong Base, upon identification, the local-level finance will subsidize the use of hydrogen according to the standard of RMB 5.6/kg, with no more than RMB 5 million per year for a single enterprise, and the subsidy will be provided for a maximum of three years. Enterprises with new green hydrogen production equipment investment of 10 million yuan (including) -20 million yuan (not included), according to the equipment investment of 6% to give a one-time subsidy; investment of 20 million yuan (including) or more, according to the equipment investment of 7% to give a one-time subsidy, the maximum of not more than 3 million yuan. For the logistics and transportation enterprises that have obtained the national comprehensive assessment reward points for the demonstration application of fuel cell vehicles in urban agglomerations, if the annual income from transportation business is above 30 million yuan, they will be rewarded according to 50% of their contribution to the economic development of NINGDONG BASE in the same year, with the maximum amount not exceeding 5 million yuan, and the reward will be given for a maximum of 3 years.
Chengdu: subsidize green hydrogen 0.2 yuan / kWh of electricity, hydrogen refueling station construction up to 15 million subsidies
January 5, Chengdu Municipal Bureau of Economy and Information Technology issued the "Implementing Rules for Policies and Measures to Optimize Energy Structure and Promote Green and Low-carbon Development in Chengdu (for trial implementation)". In terms of hydrogen energy, the fourth article of the implementation rules states: support the development and utilization of renewable energy and hydrogen energy. The green power hydrogen production projects in urban areas at the two levels of linkage to give 0.15-0.2 yuan / kWh of electricity support. Egypt's parliament passes generous green hydrogen subsidy law
The Egyptian parliament passed legislation enabling a green hydrogen subsidy scheme which offers a generous tax credit of up to 55%, as well as wider non-tax incentives, to project developers.The bill aims to create an attractive investment environment to retain the current investors -- who have already signed agreements to establish green hydrogen projects -- and also lure more direct and indirect foreign investments.
U.S. Department of the Treasury, IRS release guidance on hydrogen production credit
The U.S. Department of the Treasury and Internal Revenue Service released proposed regulations on the Clean Hydrogen Production Credit established by the Inflation Reduction Act (IRA). For hydrogen production facilities meeting prevailing wage and registered apprenticeship requirements, the amount of the credit ranges from $. 60 per kilogram (kg) of hydrogen produced to $3 per kg of hydrogen, depending on the lifecycle emissions of the hydrogen production.
$10 Billion green hydrogen project! TAQA plans to reach investment intentions with Morocco
Abu Dhabi’s national energy company TAQA is planning to invest via its Moroccan subsidiary 100 billion Moroccan dirhams ($10bn) on a 6GW green hydrogen project.The project will reportedly be located in the Dakhla-Oued Eddahab region, which is geographically situated in Western Sahara, considered a “non-self-governing territory” by the United Nations. However, Morocco lists Dakhla-Oued Eddahab as one of its twelve administrative regions, based on a 1979 pledge of allegiance from local representatives to the kingdom.
