最近,江北新金融中心二期概念方案国际竞赛公告出炉,值得注意的是,金融中心二期多栋楼高度有变,具体见下图:


其中23-26单元控高配合绿地降低1/6至250米,容积率也有调整(绿地高楼目前高度已确定,约499.8米)


23-10单元控高调整为200米,容积率也有上调。


修改后,这个区间的高楼高度为350+250+200米。

Announcement on International Competition for Conceptual Design of Nanjing Jiangbei New District Financial Center II



本公告为南京市江北新区管理委员会、南京市江北新区中央商务区建设管理办公室针对“南京江北新金融中心二期”项目征集具有国际领先水准的概念设计方案的竞赛公告说明。本次方案征集将以定向邀请和自主报名结合的方式,择优选取8家国际一流的设计单位(进行两个标段分组)参加方案征集。

The Announcement describes the competition announcement of Nanjing Jiangbei New District Management Committee,Central Business District Construction Management Office of Nanjing Jiangbei New District  on solicitation of internationally leading conceptual design schemes for “Nanjing Jiangbei New District Financial Center II”. The solicitation will be mainly in the form of fixed invitation, supplemented by free registration. Eight world-class design firms divided into 2 sections will be selected to participate in the solicitation of proposals.

The Background项目背景


南京江北新区是国务院批复设立的国家级新区,也是中国(江苏)自由贸易试验区所在地。作为南京最有活力、最大规模的都市CBD集中建设用地,江北新区正在筹建具有强大区域辐射力的新金融中心。整体规划以紧凑集约的街区路网、公交优先的TOD理念、以人为本的城市慢行系统为主要特征,旨在成为21世纪充满活力的城市中心区,与南京既有城区形成两翼呼应的发展格局。其中,金融核心区是承载标志性建筑最集中的区域。本次竞赛涉及的6个地块,均以超高层的建筑体量、高效的公共交通连接、舒适的街区商业环境为设计目标,以科技化的金融产业为业态特征,设计成果需要代表高层建筑和都市形态领域国际领先的文化理念和空间功能,并与江北新区特有的地貌和历史文化相呼应。


Nanjing Jiangbei New District, as a state-level new district established with the approval of the State Council, is home to China (Jiangsu) Pilot Free Trade Zone. As the centralized construction land for the most dynamic and largest urban CBD in Nanjing, Jiangbei New District is preparing to build a new financial center with strong regional clout. Characterized by a compact and intensive block and road network, public-transit favored TOD concept and a people-oriented urban slow traffic system, its overall planning is aimed to make it a vibrant urban center in the 21st century to form a development pattern echoing the existing urban areas in Nanjing. Its financial hub has the most concentrated landmark buildings. The six plots involved in this competition are designed with the aim of super high-rises, efficient public transport hubs and a comfortable commercial climate, with the technology-based financial industry as the form of business. The design results should represent the internationally leading cultural concepts and spatial functions in the fields of high-rises and urban patterns.

The Invitation资格预审


本次设计竞赛分为两个标段。主办方将根据行业研究和专业机构推荐,结合自主报名,发送设计邀请文件(即任务书)及其附件,为每个标段择优选择4家入围单位正式参赛,所有参赛单位以最终收到《参赛确认函》作为入围依据。

The competition is divided into two sections. According to industry research and the recommendations from institutes, the sponsor will select four finalists for each section through a formal meeting, and the receipt of Participation Confirm Letter will be taken as the basis for inclusion of all participants.


资格预审须提交的文件(电子版,9月3号中午12:00之前)包括:

+ 证明本公司主持大型地标性超高层建筑的业绩文件

+ Performance documents proving a company's leading role in large landmark super high-rises

+证明本公司在品牌声誉和学术影响力的相关文件

+ Relevant documents proving that a company's brand reputation and academic clout

+承诺本公司首席建筑师或合伙人亲自主持本案主创的说明;

+ Commitment that the chief architect or partner of a company will personally preside over scheme creation

+以文字或草图或其他方式对本案设计给出预设性的理解和展望。

+ A pre-suppositional understanding and prospect of the design scheme in texts, sketches or other forms

+设计任务书最后一页的签章扫描。

+ A scanned copy of the signature on the last page of the Design Task

申请人必须是独立的法人,并且具有全球领先的超高层地标性建筑设计业绩,具有验证其设计创意和创新能力的公开出版和获奖业绩;

The applicant must be an independent legal person with a world-leading record in the design of landmark super high-rises, and have the public publication and award-winning performance to verify its design creativity and innovation ability;


境内申请人(指在中国境内注册的法人,下同)须具有中华人民共和国住房和城乡建设部核准的建筑行业(建筑工程)设计甲级及以上资质或建筑设计事务所甲级资质;

Domestic applicant (legal person registered in China, the same below) must have Grade A or above design qualifications in the construction industry (construction engineering) approved by the Ministry of Housing and Urban-Rural Development of the People's Republic of China or Grade A qualifications in architectural design firms;


+境外申请人(指在中国境外注册的法人,下同)须在其所在国家或地区合法注册,具有相应设计许可;

Overseas applicant (legal person registered outside China, the same below) must be legally registered in their countries or regions and have corresponding design licenses;


本项目不接受联合体参与竞争

This project does not accept the participation of any consortium.

竞赛终审须提交的成果包括:

The results to be submitted for final review of the competition include:


1 完整的设计文本(电子版PDF格式、A3打印5册、A4打印8册)

 An integrated design text (electronic PDF format, printed in A3 for 5 volumes and printed in A4 for 8 volumes)


2 清晰的设计理念说明(表现方式不限,在设计文本中体现)

Clear description of design philosophy (unlimited manifestation modes which can be embodied in design text)


3 A0展板4张(电子版PDF格式,由主办方统一打印)

Four A0 display boards (electronic PDF format, uniformly printed by the sponsor)


4 主要效果图不少于8张;

Not less than 8 renderings


5 主体建筑的平面图、立面图、剖面图、相关的草图和分析图、相关的计算图;

Plan, elevation and section, related sketches and analysis drawings of the main building, as well as related calculation drawings


6 实体模型1个(底座不超过1mX1m,建议比例1:500,不限材质)

One solid model (with the pedestal not more than 1 mX1m and the recommended ratio of 1: 500)


7 不超过90秒的动画多媒体表达,MP4格式

 A cartoon multimedia expression for not more than 90 seconds, MP4 format


8 评审汇报PPT文件(不超过80M,不超过80页)

Review report PPT (not more than 80M and 80 pages)


竞赛终期评审当天,设计机构的首席建筑师(或高级合伙人)、设计师须亲临现场进行方案提报。提报的时间为当日上午10:00 –下午17:00,每家单位有不超过20分钟的发言时间和10分钟的评委提问研讨时间。

On the day of the final review for the competition, the chief architect and designer of the design firm shall be present at the site to submit the proposal. The time for submission is from 10:00 a.m. to 17:00 p.m. and each unit will have no more than 20 minutes for making speech and 10 minutes for questioning by and discussing with judges.

本届设计竞赛拟邀在建筑学界和高层建筑领域有公认声望的两院院士、教授专家、明星建筑师、以及国际学术评委、政府规划部门专家共7人组成的评审团。

This design competition intends to invite academicians of Chinese Academy of Engineering, academicians of Chinese Academy of Sciences, professors and experts, practice architects,expert from municipal bureau of planning and natural resources and foreign judges with recognized prestige in the field of architecture and high-rises to jointly form a grand jury.

The Prize 奖金设置


设计费标底费)Design Cost Fee:

(标段1):每家入围设计机构在通过专家评审后,将获得150万元人民币(含税)的设计成本费。

(Section 1): After passing the expert review, each shortlisted design firm will receive a design cost of RMB 1.5 million (tax-inclusive).


(标段2):每家入围设计机构在通过专家评审后,将获得100万元人民币(含税)的设计成本费。

 (Section 2): After passing the expert review, each shortlisted design firm will receive a design cost of RMB 1 million (tax-inclusive).


成果评审将采用“评定分离”的基本方式,由专家评委会对每个标段评出前2名,并由业主决策层在充分尊重评委会意见的基础上,结合本项目实际情况,进行第二轮比选,确定综合评审第一名和第二名。在第二轮比选的过程中,需要设计单位对方案局部进行必要的优化调整。

The basic method of "separation of evaluation and determination" will be adopted in the review of results, and the top two contestants of each section will be selected by the jury. On the basis of fully respecting the opinions of the jury and combining with the actual situation of the project, the decision-maker of the owner will conduct the second round of comparison and selection to determine the first and second places in the comprehensive review. In the process of the second round of comparison and selection, the design firms are required to make necessary optimization and adjustment to some part of the scheme.

标段1获得综合评审第一名的设计方案,将另外获得400万元人民币设计费(包含竞赛奖金和概念方案深化修改设计费);获得综合评审第二名的设计方案,将另外获得90万元人民币奖金(包含第二轮比选的必要修改费用)。

For Section 1, the design scheme winning the first place in the comprehensive review will be given an additional fee of RMB 4,000,000 (including deepening and modification of the conceptual scheme); the design scheme winning the second place in comprehensive review will be given an additional fee of RMB 900,000 (including necessary optimization and adjustment)


标段2获得综合评审第一名的设计方案,将另外获得260万元人民币奖金(包含竞赛奖金和概念方案深化修改设计费);获得专家评审第二名的设计方案,将另外获得60万元人民币奖金(包含第二轮比选的必要修改费用)。

For Section 2, the design scheme winning the first place in the comprehensive review will be given an additional bonus of RMB 2,600,000  (including deepening and modification of the conceptual scheme); the design scheme winning the second place in expert review will be given an additional bonus of RMB 600,000 (including necessary optimization and adjustment)


竞赛第一名的设计费(奖金及深化费用)将包含工作至概念方案深化修改最终完成,与当地设计院配合获得政府审批的工作节点,且不超过6个月工作和汇报周期。原则上,竞赛第一名设计单位将在项目进行实施阶段后与业主签订进一步的工作合约。

The competition winner will sign the design contract with the organizer to finish the work of Concept Design adjustment and optimization to get the approval of government. In principle, the winner of the first prize in the competition will sign the design contract with the owner in the subsequent stage.

The Copyright知识产权


所有由应征人编制的成果文件,其著作权归应征人所有。征集人和应征人双方均不能将成果文件部分或全部的用于本项目之外的其他项目。所有成果文件在评审后不退还设计机构。主办方有权在方案深化中合理使用任一投标方案中的创意和积极要素。

The copyright of all results prepared by the applicant shall be owned by the applicant. Neither the solicitor nor the applicant can use the results in part or in whole for projects other than this project. The design results will not be returned to the design institutions after appraisal. The organizer is entitled to reasonably utilize active elements of the design scheme.


征集人可对应征人递交的成果文件进行印刷、出版和展览,可通过传播媒介、专业杂志、书刊或其他形式对设计方案进行评价、展示和宣传,但应注明应征人的名称。

The solicitor may print, publish and exhibit the results submitted by the applicant, and evaluate, display and publicize the design scheme through the media, professional journals, books and periodicals or other forms, provided that the name of the applicant shall be indicated.


应征人应保证递交的设计方案在中国境内或境外没有且不会侵犯任何其他人的知识产权(包括但不限于著作权、专利权)或专有技术或商业秘密。应征人应保证,如果其设计方案使用或包含任何其他人的知识产权或专有技术或商业秘密,应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

The applicant shall guarantee that the design scheme submitted does not and will not infringe the intellectual property rights, including but not limited to copyrights and patents, proprietary technologies or trade secrets of any other person within or outside China. The applicant shall undertake that if the design scheme uses or contains the intellectual property rights, proprietary technologies or trade secrets of any other person, the applicant shall have obtained the legal, effective and sufficient authorization from the right holder. The applicant shall be held liable for compensation arising from infringement of intellectual property rights, proprietary technologies or trade secrets of any other person.
