Haikou City has pioneered the implementation of a credit rating system for both foreign employers and foreign workers. The “four-color list” credit rating system is integrated into government services to further improve the management and service system for foreign workers in Haikou.
First to Introduce a “Dual-Subject” Credit Rating System
A credit rating system will be applied simultaneously to both employers and foreign workers, with the foreign workers’ credit rating as the main focus and the employer’s credit rating as a secondary consideration.
Raise Awareness of Trustworthiness Among Employers and Foreigners
Employers and foreign workers are dynamically classified into four credit levels: red, white, gray, and black. The credit scores are updated in real-time during government service processes, linking credit evaluations with government services. Employers and foreign workers on the red list enjoy services such as fast-track channels, “post-approval correction,” credit commitment, expedited processing, and immediate service. Those on the black list will face appropriate management and service measures.
3. Optimize the Joint Review and Inspection Mechanism for Work and Residence Permits
A credit-linked government service mechanism will be established, and foreign work and residence permit applications will be handled according to a balanced approach. Red and white list applicants will be given priority and simplified procedures, while gray and black list individuals will receive more guidance and regulation. Information resources from multiple departments will be integrated to build an efficient information-sharing system, enhancing inter-departmental coordination.
4.First to Introduce a Mechanism for Aligning the Validity Periods of Two Documents
This initiative addresses the previous issue of mismatched validity periods between foreign work permits and residence permits, improving policy-market alignment, optimizing the business environment, and fostering a culture of trust and compliance.
